Since the decentralized wind power temptation is so big, is it still difficult?

A year later, the wind farm that did not integrate into the grid rose to about 5 million kilowatts, while the total wind power installed capacity was less than 15 million kilowatts in the same period, which means that one third of the wind turbines were idle.

At present, the installed capacity of decentralized wind power projects has been less than 1% of the total grid capacity of wind power. There are many waiters and fewer participants in the market.

Decentralized wind power is similar to distributed photovoltaics in that it solves the problem that centralized new energy cannot be absorbed. However, the development speed of decentralized wind power that started earlier is far behind that of distributed photovoltaics.

National policy push

During the decade, the relevant departments have tried to promote the development of decentralized wind power several times.

One incident happened in 2011, and the development of the wind power industry has a profound impact. In that year, the national wind power abandonment rate suddenly increased from 10% in the previous year to 16.23%. In that year, the national installed capacity of wind power was 17.63GW, down 6.87% year-on-year, ending 7 consecutive growth.

In the middle of that year, the National Energy Administration issued a "Notice on Printing and Distributing the Guiding Opinions on the Development and Construction of Decentralized Access Wind Power Projects" for the first time:

The development of wind power industry should be both centralized and decentralized.

However, this policy is like a sinking sea, and it does not echo.

Until April of this year, the National Energy Administration issued the Interim Measures for the Development and Construction of Decentralized Wind Power Projects, which clearly stated in the document:

Simplify the decentralized wind power approval process, encourage local trial project approval system, and reduce the pre-project cost.

This is considered to be the biggest policy for decentralized wind power.

Since there are no problems in the national policy and technical aspects, market demand is already there, why is the promotion extremely slow?

The reason for this is that local government attitudes are crucial.

We can sum up a phenomenon after surveying many enterprises that are developing distributed wind power. Most local governments have not perfected many policy measures, such as safety supervision, grid connection and approval process, in the decentralized wind power industry. The approval procedures are complicated. The procedures are numerous and lengthy, and a large number of decentralized wind power projects are difficult to establish.

A large wind power company said that even after going through many projects, the project can be approved, approved and built. After each additional fan is added, all the processes need to be re-run again. The pre-work cost is too high, and various complicated procedures are allowed. Businesses are struggling.

In fact, local governments refused to distribute decentralized wind power projects on the grounds of environmental protection and ecological balance without conducting on-the-spot investigations. In the early stage of decentralized wind power development, investment was the mainstay. In the first five years, there was not much benefit to local taxation.
