At present, China's decentralized wind power market has not yet achieved a breakthrough, and it still faces a series of obstacles in terms of institutional mechanisms, business models, technical standards, and project financing. There is still a long way to go before it can really play a role. On the morning of October 23, many industry experts gathered in the decentralized development forum to discuss the development of decentralized wind power from multiple angles. Participants believed that in order to form a situation of centralized and decentralized wind power in the future, it is necessary to break the traditional thinking and establish a new development model adapted to the characteristics of decentralized wind power.v

Capital is the driving force for the development of an industry. However, the small scale of decentralized wind power units often makes it difficult to attract large-scale investment. But there are two sides to it. The small scale and short construction period are precisely the advantages of absorbing various enterprises and individuals as investors and establishing a more flexible cooperation model.

Or encourage people to participate in the construction of wind power financially, such as through joint ventures, energy cooperatives and other forms. Or give special power consumption discounts, tax sharing, land lease, etc. In the country, some power generation companies provide local people with a 20% equity return.

It needs to be emphasized that public participation is the first element in each process of wind farm planning. Therefore, the public's attitude towards the development of decentralized wind power is crucial.
