China has set off a boom in hydrogen fuel cell vehicles. Many places have successively introduced hydrogen energy subsidy policies, vying to enter the "ten cities and 1,000 vehicles" demonstration city group. It is reported that in accordance with relevant policies, demonstration cities can receive up to 1.7 billion yuan in subsidies (incentives).

It is the local policies that are more popular in the hydrogen energy industry than enterprises. The governments of Hebei Province, Chengdu City, Guangzhou City, Shanghai City, Lu'an City, Qingdao City and other places have successively issued a large number of hydrogen energy industry or hydrogen fuel cell vehicle development plans. Why are local governments so enthusiastic?
This is related to the change in fuel cell subsidy policy, from subsidizing enterprises to subsidizing model city clusters.
Prior to this, the Ministry of Finance, the Ministry of Industry and Information Technology, the Ministry of Science and Technology, the Development and Reform Commission and the National Energy Administration formally issued a notice on the development of fuel cell vehicle demonstration applications. Four aspects are clarified. In the notice, the subsidy policy for the purchase of fuel cell vehicles will be adjusted to adopt the "reward for compensation" method, and bonuses will be allocated according to the completion of the target. Eligible urban agglomerations will be rewarded for the industrialization of key and core technologies of fuel cell vehicles and demonstration applications, and a new development model of fuel cell vehicles will be formed with a reasonable layout, different priorities and coordinated advancement. Demonstration city clusters are determined by local voluntary declaration and expert review to encourage breaking the administrative region restrictions.
Jin Xiaohui, chairman of the Shenzhen Hydrogen Energy and Fuel Cell Association and chairman of Shenzhen Hydrogen Blue Times Power, pointed out that this is the implementation of the national top-level design and the hydrogen energy industry policy in the next four years. Before discussing policies, it is now concrete implementation. Xiong Huawen, director of the Energy Environment Center of the Energy Research Institute of the National Development and Reform Commission, said that for the hydrogen energy industry to develop sustainably, costs must be reduced across the entire industry chain, not just a single link. According to the fuel cell vehicle city cluster demonstration goals and the points evaluation system, the maximum subsidy points for the demonstration cities can be up to 17,000 points, one point rewards 100,000 yuan, corresponding to the total rewards of 1.7 billion yuan. Guoyuan Securities pointed out in the research report that “referring to the ten cities and thousands of electric vehicles in the past, assuming there are 10 final demonstration cities, the total national reward can reach 17 billion yuan (4 years), and the average annual reward is 4.25 billion yuan. The annual production of fuel cell vehicles is 2,833, corresponding to the total amount of national subsidies of 1.13 billion yuan. The total actual subsidy of the fuel cell industry will usher in a substantial increase, and the scale of the corresponding industry will also usher in several times of increase."
When local governments grabbed the quota of the "Ten Cities and Thousand Vehicles" demonstration city cluster, some auto companies have already deployed the hydrogen fuel cell industry.
