New energy vehicles seek integrated development with renewable energy

expert's point:

The large-scale application of new energy vehicles must be decoupled from fossil energy and put the electrification of vehicles on the basis of green energy. The future car will be a unit in the energy Internet system and an important carrier for storing and consuming renewable energy.

"It is a great challenge for the transportation industry to achieve'carbon peak and carbon neutrality'." Chen Qingtai, chairman of the China Electric Vehicles Association of 100, pointed out a few days ago that China's automobile electrification process should not be based on the development of the automobile industry. In accordance with the vision of achieving “carbon peak and carbon neutrality”, the road traffic carbon emission limit at each time node is reversed, and the proportion of vehicle electrification is calculated. Based on this, the construction of clean energy, smart grid, charging piles, etc. is planned and promoted. It is a systematic and huge project, and time is tight and tasks are heavy.

   "Carbon neutrality" brings new opportunities

"From the experience of developed countries, the carbon peak time of the transportation industry often lags behind the country's overall carbon peak time." Cai Tuanjie, deputy director of the Transportation Services Department of the Ministry of Transport, said frankly. With the vision of “Harmony”, there is a long way to go to promote the green development of the transportation industry.

On the one hand, we must complete the carbon reduction target, on the other hand, the total number of cars will continue to increase. At present, my country's car ownership per 1,000 people is only 173, which is still far from developed countries. This means that my country's mobile travel still has huge room for growth.

The promotion of new energy vehicles is regarded as the only way to fulfill the carbon reduction commitment. Zou Ji, CEO of Energy Foundation and President of China, believes that in the short term, fuel vehicles will still be the main force in the market, and improving their economic efficiency and emission standards is the main way to reduce carbon. But in the long run, electric vehicles must fully "take the lead", and the industry has only 5-10 years of preparation time. The technological maturity of electric vehicles and the convenience of charging facilities must be completely changed during this period.

"The vision of'carbon peak, carbon neutral' has pointed out the direction, expanded the space and brought important opportunities for the development of new energy vehicles." Li Gao, director of the Department of Climate Change Response of the Ministry of Ecology and Environment, pointed out that the automobile industry should accelerate its development. In-depth transformation of low-carbon, near-zero-carbon, and zero-carbon, unswervingly vigorously develop electric vehicles, increase investment, strengthen related infrastructure construction, forge the long board of the green and low-carbon industry chain supply chain, and complement the core technology and special purpose Weaknesses in materials, manufacturing equipment, etc., to enhance international competitiveness. And in this process, we will realize the corner overtaking of my country's automobile industry, turning electric vehicles into a beautiful business card for my country's advanced manufacturing and low-carbon manufacturing.

Large-scale electrification must be based on green energy

In my country's energy structure dominated by fossil energy consumption, the environmental protection of electric vehicles has always been controversial.

“Electric vehicles can only be truly'green' when they use renewable energy instead of fossil fuels.” Bai Yating, the representative of the United Nations Development Program in China, pointed out that the full life cycle emissions of electric vehicles must be monitored, not only on the user side. Emissions also include emissions from battery production and recycling.

Sun Fengchun, an academician of the Chinese Academy of Engineering and a professor at Beijing Institute of Technology, believes that new energy vehicles have no advantage over the carbon emissions of traditional fuel vehicles in the production and recycling phases, but in the use phase, the carbon emissions advantages of electric vehicles are obvious. According to the 20% penetration rate of electric vehicles in 2030, it is estimated that the emission reduction in 2030 is about 486 million tons. Therefore, increasing the proportion of clean electricity, increasing the promotion and application of new energy vehicles, and implementing battery echelon utilization are the keys to energy conservation and emission reduction.

"The large-scale application of new energy vehicles must be decoupled from fossil energy and put the electrification of vehicles on the basis of green energy." Chen Qingtai pointed out that the future of automobiles will be a unit in the energy Internet system, which is storage and consumption. An important carrier of renewable energy. When the grid is discharged when it is close to the peak, and charged when it enters the trough, electric vehicles will be the best match with renewable energy.

Wang Zhixuan, full-time vice chairman of the China Electricity Council, also pointed out that the two industries of electric power and automobile transportation need to support each other and proceed simultaneously under the goal of "carbon peak and carbon neutrality". To promote the integrated development of electricity and transportation, it is also necessary to plan ahead, plan ahead, and strengthen communication and collaboration.

Firstly establish a new energy vehicle carbon trading system

Cai Tuanjie revealed that it is necessary to give priority to the development of urban public transportation, make good use of the operating subsidy policy of new energy vehicles in the transportation industry, and at the same time guide local governments to choose new energy vehicle types according to local conditions and accelerate the promotion and application of new energy vehicles. By 2022, strive to achieve more than 70% of green travel in more than 60% of the created cities. At the same time, the policy will continue to support the improvement of the layout of charging facilities, and guide the construction of ultra-fast charging and high-power charging facilities in key expressway service areas such as urban agglomerations to effectively meet vehicle charging needs.

"In order to achieve the energy-saving and emission-reduction targets of the Paris Agreement, we selected 14 representative car companies from China and abroad. They should reduce 1.5 billion tons of carbon dioxide emissions. The production plan needs to be adjusted significantly, but the energy-saving and emission reduction targets are far from the status quo. The main reason is that auto companies lack endogenous power." In Sun Fengchun's view, the transition from implementing product subsidies to carbon trading and carbon rewards for new energy vehicles is a necessary policy to support and promote the healthy and rapid development of the new energy vehicle industry.

Sun Fengchun believes that the application of carbon trading market mechanisms to control emissions reduction in the transportation industry is a general trend. At present, the conditions for the road transportation industry to be included in the national carbon trading market are initially mature, but there are still some difficulties, such as the lack of a fair, fair and open price system, the lack of detailed rules and regulations and legal supervision in the market, the carbon trading market and prices The volatility is large, and it is still in its infancy. Therefore, he suggested to pilot the establishment of a new energy vehicle carbon trading technology system, and then extend it to the transportation field.
