The "13th Five-Year" period is a milestone and epoch-making five years in the history of the development of the coal industry. In February 2016, the State Council issued the "Opinions on Resolving Excessive Capacity in the Coal Industry and Realizing Difficulty Development" (Guo Fa (2016) No. 7), which clearly stated that "starting from 2016, it will take 3 to 5 years to withdraw from production capacity5. The coal production capacity will be significantly reduced, and the number of coal mines will be moderately reduced. The excess capacity of the coal industry will be effectively resolved, the market supply and demand will be basically balanced, the industrial structure will be optimized, and substantial progress has been made in transformation and upgrading.” Goal.

Over the past five years, under the leadership and promotion of relevant national departments and local governments of major coal-producing provinces and regions, we have continued to promote the resolution of excess capacity, the development of backward capacity, and the construction of advanced capacity. The quality of coal supply across the country has been significantly improved. By the end of 2020, about 5,500 coal mines across the country have been withdrawn, over 1 billion tons/year of outdated coal production capacity have been withdrawn, approximately 1 million employees have been relocated, and the "Opinions of the State Council on Resolving Excessive Production Capacity in the Coal Industry and Realizing Difficulty Development" (Guofa ( 2016) No. 7) put forward the goal of resolving excess capacity.
