     Wang Zhigang introduced that my country's scientific and technological undertakings started on the basis of being poor and white. At every critical historical moment in the country's development, the Party Central Committee has made major decisions and deployments on scientific and technological innovation. From "marching towards science" to "the spring of science", from implementing the strategy of rejuvenating the country through science and education, strengthening the country with talents to building an innovative country, we explored and practiced a path of independent innovation with Chinese characteristics.
  Wang Zhigang introduced that since the 18th National Congress of the Communist Party of China, my country has accelerated the development of science and technology, the national innovation system has become more complete, the innovation capability has been greatly improved, and a number of major scientific and technological achievements have emerged. Decisive progress has been made in the construction of an innovative country, which has strongly supported and led the process of building a well-off society in an all-round way. From these aspects:
   First, the original innovation capability of science and technology has been greatly improved. The investment in basic research has grown rapidly, with an average annual growth rate of 16.9%, and the proportion of basic research in R&D investment has exceeded 6% for the first time. The level of basic research has been greatly improved, and chemistry, materials, physics and other disciplines are in the forefront of the world, and a number of major original scientific and technological achievements represented by quantum communication, iron-based superconductivity, and stem cells have been achieved.
  Second, the breakthrough capability of the strategic frontier of science and technology has greatly increased. Significant progress has been continuously made in the fields of deep sea, deep space, deep ground, and deep blue. Chinese astronauts stationed in their own space station for the first time, "Tianwen 1" successfully landed on Mars, "Chang'e 4" landed on the back of the moon for the first time, "Chang'e 5" achieved sampling of extraterrestrial celestial bodies, and "Struggle" successfully sat on the bottom. The maiden voyage of "Tiankun" was successful.
   The third is the substantial increase in the ability to systematically build science and technology. Accelerate the construction of national laboratories, reorganize the national key laboratory system, and successfully construct scientific and technological infrastructure such as spallation neutron sources to provide support for high-level scientific research. The scientific and technological talent team continues to grow and develop. In 2019, the total number of R&D personnel in the whole society reached 7,129,300, which was 1.3 times that of 2015. For every 10,000 employed people, there are 62 R&D personnel-years.
  Fourth is the substantial increase in the innovation capability of R&D entities. The position of the main body of enterprise innovation has been further strengthened. R&D expenditure has accounted for 76.4% of the country's total, and it is the main body of science and technology investment; technology contracts and transactions accounted for 91.5% of the national total, and it is the main body of technology output. A number of innovative leading enterprises have emerged, and the number of small and medium-sized technological enterprises and high-tech enterprises has exceeded 200,000. The innovation vitality of universities and scientific research institutes has been further strengthened. In 2019, 3,450 universities and scientific research institutes signed nearly 420,000 technical contracts with a contract value of 94 billion yuan.
  Fifth, the open cooperation capability of science and technology has been greatly improved. The inter-governmental science and technology cooperation has developed steadily, and the science and technology partnership program has been implemented in depth. The establishment of joint R&D plans and innovation funds centered on sustainable development, joint research with more than 50 countries and regions, and deep participation in a number of major international scientific projects. The “Belt and Road” scientific and technological innovation cooperation has achieved remarkable results. The basic frontier special projects of the National Key R&D Program and the Excellent Youth Fund Project of the National Natural Science Foundation of China are open to Hong Kong and Macau.

Wang Zhigang said.
