  The policy to promote the development of new energy storage is stepping up formulation

   During the "14th Five-Year Plan" period, the scale of new energy storage installed capacity will increase nearly 10 times.

According to the "Guiding Opinions on Accelerating the Development of New Energy Storage" issued by the National Development and Reform Commission and the National Energy Administration, by 2025, the transformation of new energy storage from the initial stage of commercialization to large-scale development will be realized, and the installed capacity will reach 30 million kilowatts.    In addition to clarifying the targets for new energy storage installations, relevant departments have issued two consecutive articles within one month to further stabilize the market and the industry’s confidence in the development of new energy storage.   According to incomplete statistics, more than ten provinces including Shanxi, Shandong, and Ningxia have required new energy power stations to be equipped with energy storage this year, and the allocation ratio is usually within 10%. At present, relevant projects are accelerating.

  In fact, more support policies for the development of new types of energy storage are on the way. According to the reporter's understanding, the National Energy Administration is currently preparing multiple policy documents such as the "14th Five-Year" New Energy Storage Development Plan, "New Energy Storage Project Management Regulations (Interim)", and "14th Five-Year" Energy Science and Technology Innovation Plan. At the same time, we will continue to promote pilot demonstrations, accelerate industry standardization work, and accelerate industry talent training.

   New energy storage projects with a scale of more than 100 megawatts doubled

   The introduction of a series of favorable policies has significantly increased the scale of the new energy storage market this year.

    As of the end of last year, the cumulative installed capacity of new power storage (including electrochemical energy storage, compressed air, flywheel, super capacitor, etc.) that has been put into operation was only 3.28GW.        "Driven by preferential policies related to new energy distribution and energy storage and shared energy storage, new energy storage projects with a scale of more than one hundred megawatts have doubled, reaching more than 9GW, promoting the real-scale development of the energy storage market." At present, domestic energy storage projects are mainly concentrated on the power generation side, and it is expected that they will gradually and rapidly extend to the power transmission and distribution and power consumption side in the future. The performance report also shows that the company achieved 4.69 billion yuan in sales of energy storage systems in the first half of the year, a year-on-year increase of 727.36%. In only half a year this year, the sales revenue of CATL’s energy storage system has been 2.41 times that of the entire year of last year.

  It is expected that the cost of lithium ion will drop the most

  Industry insiders believe that although the energy storage industry has taken the lead, it will take time to truly "take off".

   "The energy storage industry is currently in the early stages of commercial application." In Yue Fen's view, the construction of a business model also requires the coordination of all parties, related incentive policies, and the support and introduction of the electricity price mechanism.

   Yue Fen further analyzed that, compared with foreign countries, my country’s spot market is still dominated by unilateral transactions on the power generation side, and price signals cannot be transmitted to the user side to form effective incentives and guidance, which makes the business model unable to form a closed loop. The cost of "renewable energy + energy storage" is mainly paid by new energy developers, and the source of revenue is limited. According to the principle of “who benefits, who pays”, new energy companies are not the only beneficiaries, and the rights and responsibilities are not equal, and the vicious competition for low energy storage prices is fierce.

   In addition, although some ancillary service policies have been introduced in various regions, the transaction types are single and there is no long-term payment mechanism. Energy storage investment faces greater risks, which is not conducive to the long-term development of the industry.

       Ningde Times also suggested that the market environment for energy storage development should be actively improved, and a new energy storage price mechanism should be studied as soon as possible, and the construction of the capacity market and the power spot market should be accelerated; the energy storage cloud platform should be built, and the sharing economy and platform economy model innovation should be used. Energy storage operation mechanism to improve energy storage revenue, etc.

  According to Yue Fen, from the current status of energy storage costs, the current minimum bid-winning price for lithium-ion battery energy storage projects is already lower than 1,500 yuan/kWh. According to a survey of the Zhongguancun Energy Storage Industry Technology Alliance, it is predicted that in 2025, in addition to the increase in the cost of pumped storage, the costs of compressed air, lithium-ion, and flow batteries will fall to varying degrees. At that time, the cost of pumped storage will increase by 5%, and the lithium ion will have the largest drop space, which can reach 33% to 50%; the compressed air will drop by more than 30%, and the liquid flow will drop by 25% to 30%.
